Suspicion activity

A concerning issue has arise in W Locust street, people come in and out 24 hours a day I am not trying to be judgmental but cars come and park all day long for random visit times and they come out in different shape as they come in, “he” is my next door neighbor and aside the junk accumulation is unbearable, I need advice on how to proceed to address this problem.
