Recently I have learned that the long proposed traffic signal at Southwest Ave and University Parkway will go out for bids this fall and installation will take place in the Spring of 2012. TDOT held up the project for quite some time and property had to be acquired for the crossing signal supports. This will include a timed pedestrian signalization, crosswalk markings, and warning markings to alert motorists that they are approaching a signalized crossing. Project cost is estimated at around $250,000. The crossing will provide a timed traffic stop so that those wishing to cross University can reach the center medium safely at Pine St. and the traffic stop as needed at Southwest Ave.

 

I have requested a traffic counter and speed counter be be placed the 800 block of Pine St for a five day period in coming weeks. Autos entering Pine St. from University Parkway have been observed traveling at speeds well over the posted 20mph limit.After the count is confirmed it would be good to have a block discussion of whether having at least one speed bump on the block would be appropriate.

 

With joggers, walkers, families, children, and pets all using this part of the neighborhood as well as the many those commuting to and from ETSU it is appropriate that we consider these options and support efforts to increase the safety of the neighborhood.

 

A discussion is on-going between ETSU and the city concerning the increased number of students crossing Sate of Franklin Rd and University Parkway. In meetings with both parties suggestions for decreasing the speed limits have been discussed and signalization near the Millennium Center have been raised. The city recently put out a RFP (Request for Proposals) for a engineering firm to study the corridor and propose changes that would affect safety and traffic flow from the Millennium Center area to the Downtown shopping area. As more information becomes available on this I will update this posting.
