Historic approvals for additions or renovations

We're getting ready to add handrails to our front porch and are not sure what if any approvals are needed or what the procedure is to get approvals. The rail style will be appropriate for our house and typical of what is all over the neighborhood - simple top cap with square spindles on 4 inch centers - but we want to make sure we're compliant with any rules or codes.

We're actually not really even clear on what is required on renovations - do interior changes have to be approved or only exterior? When we paint our exterior next summer, do we have to get color choice approved or does it only apply to construction?
