I live in the 500 block of Locust. Yesterday morning I found a person passed out in the driveway behind my house. This person does not live at this house. I called 911. The police told me this was a drug case. They issued citations to the person and she walked away!!!!

The person was a young girl late teens(?), 5'4" tall (?), long dark wavy hair, slim but not skinny. She was dressed in black clothes and carrying a black backpack.
