Seeing how many children, students, adults, and families are now biking in the neighborhood I encourage the use of bike helmets by all. My wife recent avoided an auto/bike collision crossing Univ. Parkway at Locust St but hit the curb along the way. Without her helmet it would have been a much worse accident. We are due to get a signal light at the intersection of Southwest Ave and Univ. Parkway soon but in the mean time due diligence is needed. Our rail-to-trail project which will connect State of Franklin with Elizabethton will be a safe, accessible bike way and we are in the closing phases of negotiations. On our block (500 West Locust) any parent has license / permission to force any child riding a bike without a helmet make them get off of their bike until they put a helmet on. Our kids have even yelled at adults riding down our street without a helmet.
